Certificate Signing Certificate Working Group (CSCWG) – Meeting Minutes

2. Review of Agenda

Agenda accepted as circulated. No minutes to approve today; recent minutes will be approved at the F2F.

3. Discussion Topics

Progress update on Validity Reduction ballot

  • Discussion period is underway and expected to end tomorrow.
  • Nate (Microsoft) to initiate the voting period (timing at proposer’s discretion) via a new list email.

Side note: Running multiple ballots concurrently across WGs is acceptable.

SC-Alignment ballot — Microsoft OCSP concerns

  • Microsoft to clarify the specific OCSP concerns from the failed SC-alignment ballot.
  • Lora: Karina will respond with details on Monday.
  • Goal is to restart the ballot once concerns and any edits are known.

F2F planning

  • CSCWG slot moved: meeting is on Friday, Oct 17, starting 11:00 local time (early morning for US time zones).
  • Agenda items:
    • Presentation from Canadian law-enforcement and a cybersecurity researcher (~1 hour + ~30 min Q&A).
    • Open discussion that may surface new work items.
  • Martijn will circulate a dedicated CSCWG F2F agenda in the coming days.
  • Martijn is also drafting a ballot to align on a single profile (toward EV-style validation); volunteers welcome.

S/MIME Requirements
v1.0.12 - Ballot SMC014 - Oct 13, 2025

This ballot introduces requirements that a Certificate Issuer MUST deploy DNSSEC validation back to the IANA DNSSEC root trust anchor on all DNS queries associated with CAA record lookups performed by the Primary Network Perspective, effective March 15, 2026. The ballot is intended to maintain consistency in the S/MIME Baseline Requirements with the requirements of Ballot SC-085 which implemented identical requirements in the TLS Baseline Requirements. Note: SC-085 also introduced requirements in TLS Baseline Requirements for the use of DNSSEC in domain control validation. These requirements are automatically adopted in the S/MIME BR by the email domain control methods that include a normative reference to section 3.2.2.4 of the TLS Baseline Requirements. The draft also includes minor corrections to web links in the text. This ballot is proposed by Stephen Davidson (DigiCert) and endorsed by Client Wilson (Apple) and Ashish Dhiman (GlobalSign).
